That worked reasonably well for centuries, but it meant paper production had a hard ceiling. What wood actually offered was availability. A mill could draw on standing timber already growing in existing forests, with no extra planting, no dedicated field acreage, and no competing claim against textile production. Hemp, by contrast, needed cultivated cropland, planting seasons, retting time, and processing labor before a single sheet got made. Trees were already there.

Dewey and Merrill weren't testing hemp fiber, the strong bast fiber that had been used for rope, textiles, and paper for millennia. They were testing hemp hurds -- the woody, pithy core material left over as waste once the useful bast fiber had been stripped away during processing. The question the bulletin was answering was narrow and practical: could this leftover byproduct, normally discarded, be turned into usable paper stock? Their semicommercial trial runs said yes. The resulting paper was rated by investigators and trade reviewers as No. 1 machine-finish printing paper, a respectable grade, and a genuinely useful finding about waste-stream utilization.
That's the entire scope of the study. It's a technical feasibility report on one manufacturer's leftover byproduct, not a sweeping argument that hemp should replace wood as America's paper crop.
Which brings up the claim that won't die: the assertion that one acre of hemp produces as much paper as 4.1 acres of trees over a 20-year cycle. It gets attributed to this bulletin constantly, and it simply isn't in there. That figure traces to Jack Herer's 1991 book "The Emperor Wears No Clothes," not to Dewey and Merrill's 1916 findings. Herer was a passionate advocate, and his book did more than almost anything else to popularize hemp's industrial history, but the specific statistic is his, decades removed from the original research, and it deserves to be cited as such rather than laundered through a government bulletin that never made the claim.
From Cigarette Papers to a Rounding Error

It kept shrinking from there. By 2003, hemp pulp production had fallen from around 80,000 tons down to roughly 60,000 tons annually, a decline that tracks the broader pattern of wood pulp infrastructure absorbing whatever specialty demand hemp paper had managed to hold onto through the 20th century.
Where hemp pulp survives today, it survives in narrow, specific lanes: cigarette rolling papers, where hemp's thin, strong fiber structure is genuinely well suited to the product, and specialty archival papers, where longevity and resistance to yellowing matter more than raw cost per ton. These aren't growth markets in any meaningful sense -- they're durable niches that never disappeared because nothing else does the job quite as well for those specific uses.
The frustrating part, if you're inclined to root for hemp, is that its real advantages are legitimate and well documented. Hemp paper tends to be more durable over long time spans, and hemp pulping can require less aggressive chemical processing than wood pulping in some applications. None of that mattered against a century of compounding cost and scale advantages that wood pulp built up through dedicated forestry supply chains, established mill infrastructure, and manufacturing processes refined since 1843. Better material properties don't win a market fight against a hundred-plus years of entrenched industrial logistics. That's not a knock on hemp -- it's just how commodity markets work.
A New Regulatory Line Between Fiber and Cannabinoid Hemp

The regulatory picture is shifting in a way that's specifically relevant to fiber and paper applications, even if it won't undo a century of wood pulp infrastructure overnight. The House Agriculture Committee's 2026 Farm Bill draft, H.R. 7567, filed February 13, 2026 by Chairman Glenn "GT" Thompson, proposes letting farmers formally self-designate as growing "only industrial hemp" intended for fiber or grain use.
That sounds like a small administrative detail, but it creates something that hasn't really existed in U.S. hemp policy before: a clean regulatory line separating fiber-and-grain hemp cultivation from cannabinoid-focused hemp cultivation. Up to now, hemp law has mostly been organized around THC thresholds regardless of what a farmer actually intended to grow the crop for, which lumps a stalk-focused fiber operation into the same compliance framework as a flower-focused cannabinoid operation.
That framework has never made much practical sense, because fiber hemp and cannabinoid hemp are bred for almost opposite traits. Fiber varieties are selected for tall, fibrous stalks with minimal branching and modest flower production -- the plant architecture that gives papermakers and textile processors long, strong bast fiber to work with. Cannabinoid varieties are bred short and bushy, optimized for flower and resin production, with the stalk treated as incidental. A self-designation system that recognizes this difference could meaningfully simplify compliance and testing burdens for growers who have no interest in cannabinoid content and are simply trying to grow a stalk crop for pulp or textile mills.
Regulatory clarity, though, doesn't rebuild an industry on its own. The processing infrastructure that once supported hemp fiber and paper production -- decorticating mills, pulping facilities tuned to hemp's particular fiber structure, established buyer relationships with paper manufacturers -- largely disappeared over the last century as wood pulp took over. None of that comes back just because a Farm Bill draft draws a cleaner line on paper. The realistic near-term outcome is more capacity for the small specialty and archival paper producers who already work with hemp stock, not a broader industrial pivot away from wood.
The clean way to summarize two thousand years of this history is that hemp paper never lost a fight over quality. It lost a fight over logistics. Wood didn't need a growing season, dedicated acreage, or competition with the textile trade for raw material -- it was already standing in forests waiting to be cut, and that single structural advantage outweighed centuries of hemp's proven performance as a papermaking fiber.
The 1916 USDA bulletin is a real document worth citing accurately: a narrow, careful piece of research on turning hemp hurds -- waste byproduct, not fiber -- into decent-grade printing paper. Whatever comes next for hemp paper -- and the Farm Bill's new fiber-versus-cannabinoid designation is a genuinely useful piece of regulatory housekeeping -- it's going to play out at the scale of specialty and archival paper, not as a wholesale replacement for wood pulp. The infrastructure gap is too wide, the wood pulp industry too entrenched, and the market for hemp's real advantages too narrow for anything else. That's not a failure of the plant. It's just what happens when a fiber loses its supply-chain war a century and a half ago and never gets the mills back.
